Hostile Vehicle Mitigation (HVM) is now a consideration for many industries since Martyn’s Law (The Protect Duty Legislation) is now under consultation, to protect assets, buildings and most importantly, people. The threat of terrorism in the UK remains serious. The current threat level set by the Government is ‘Substantial’, which means that an attack is likely at any time.
HVM Solutions
There are numerous HVM solutions available across the market which range from automatic bollards to static columns and barriers. One of the simplest and most effective solutions is to install anti-terrorism bollards. Both fixed and retractable bollards offer continuous protection however the option to retract the bollards can allow easy access for operational vehicles and even emergency vehicles. The bollards can also provide a discrete solution to maintain the aesthetic of the location.
HVM Bollards
BFT Automation anti-terrorism bollards have been developed to some of the highest standards of protection and have been independently crash-rated. Our bollards have a number of independent certifications including IWA14 and PAS68 ratings and have been impact tested at speeds of up to 50mph (80kph).

What is Martyn’s Law?
Martyn’s Law, more officially known as the Protect Duty Legislation, is a piece of legislation that is currently under consultation by the UK Government. It aims to provide a consistent and proportionate process for enhancing security in public spaces.
Martyn Hett was one of 22 people that were killed at an Ariana Grande concert in a terrorist attack where over 1000 people were also injured. A year after this tragedy, Martyn’s mother, Figen Murray, attended a concert in Manchester and was shocked by the lack of security, even after such a catastrophic event.

BFT has two automated bollards which have been independently crash-rated, the XPASS 1200 which was tested as a single bollard at the MIRA testing facility to IWA14-1:2013 Bollard V/7200[N3C]/80/90:4.6. standards and the XPASS 800 which was a twin bollard test by CTS to IWA 14-1:2013 movable bollard V/7200[N2A]/48/90:5.5 and PAS68: 2013 movable bollard V/7500 [N2]/48/90:5.2/-- standards.
The Protect Duty
Figen began lobbying for a change in legislation to ensure that security measures were improved at similar venues. The campaign was known as ‘Martyn’s Law’ and legislation is currently expected to be passed by 2023 called ‘The Protect Duty’.
